Qatar: From Isolation to Mediation
This IPS Insight examines Qatar’s transformation from a regionally isolated Gulf state during the 2017 blockade into a globally recognized mediator through pragmatic diplomacy, strategic balancing, and the effective use of its energy wealth and soft power. Following the reconciliation at the 2021 Al-Ula Summit, Qatar shifted its foreign policy from supporting regional political movements to emphasizing conflict resolution, enabling it to play key mediating roles in Afghanistan, Gaza, and humanitarian efforts related to the Russia–Ukraine conflict. The Insight argues that Qatar’s influence rests on its ability to maintain relations with competing powers while leveraging its LNG exports, sovereign investments, and global media outreach. Despite ongoing challenges arising from regional rivalries, particularly involving Iran, Israel, and the Gulf states, Qatar has established itself as an influential diplomatic actor whose experience demonstrates how a small state can achieve significant international influence through strategic diplomacy.
