Zafar-ul-Hassan Almas, Economist & Policy Expert

Zafar-ul-Hassan Almas is a senior economist, formerly served as the Joint Chief Economist for the Macroeconomics Section at the Planning Commission of Pakistan. With a distinguished career in public policy and economic planning, he has held key positions including Chief of the Poverty Alleviation and SDGs Section (2014–2018) and Chief of the Macroeconomics Section (2012–2014) at the Planning Commission.

During his tenure, he played a leading role in formulating and implementing national policies on poverty reduction, social protection, and the Sustainable Development Goals (SDGs). He was instrumental in drafting the National SDGs Framework and the Social Protection Framework, providing a strategic direction for inclusive development in Pakistan.

Zafar-ul-Hassan has also served as Joint Economic Advisor at the Ministry of Finance, and worked extensively with international institutions, including collaboration with IFPRI on the Social Accounting Matrix.

An accomplished policy writer and analyst, his work focuses on fiscal policy, macroeconomic stability, and social development. He has authored several policy briefs, research papers, and articles addressing Pakistan’s economic challenges and security.

As an active contributor to the Institute of Policy Studies (IPS), he has contributed extensively on topics related to economic governance and national development, offering insightful analysis and forward-looking policy recommendations.
