IPS Lead Coordinator Irfan Shahzad participated in an international conference titled “CICA: From Idea to Building Security Architecture in Asia” organized by the Ministry of Foreign Affairs, Kazakhstan on October 05 2012 in Astana. The event was organized on the 20th commemoration day of the idea of Conference on Interaction and Confidence Building Measures in Asia (CICA).

Irfan Shahazd spoke in the third session of the conference titled “Prospects for Transforming CICA into an Organization”. He noted that establishing a full-fledged organization will ensure the continuity – and not saturation – of a worthwhile pan-continental initiative and would provide the continent with the possibility of creating, and working in the framework of, a whole new paradigm for Asian security, based on mutual consultation, participation, and transparency. CICA’s further development, he hoped, will provide a platform for regional initiatives to address regional issues, and check the continuity of and dependence upon the initiatives, rather interference, of extra-regional forces.

He added that such a move may also provide a chance for “sharing the benefits of prosperity in one part of the continent, with others.”

The conference drew together senior government officials including Kazakh and Chinese deputy foreign ministers, diplomats and scholars from around 30 CICA member and observer countries.

Kazakh TV Channel Khabar ran a short report (in Russian language) of the conference featuring comments by the deputy foreign minister of Kazakhstan and the IPS lead coordinator.
