Armed Forces Officers’ delegation from 40th HRDP Dawah Academy, IUII, Visits IPS

A delegation of armed forces’ officers from the 40th HRDP Dawah Academy visited the Institute of Policy Studies (IPS), Islamabad, on December 23, 2025.

The delegation was briefed on a recent report by United Nations Special Rapporteurs concerning India’s alleged “unlawful use of force” against Pakistan.

During the visit, IPS team presented an overview of the UN Special Rapporteurs’ report on India’s “Unlawful Use of Force” against Pakistan, outlining the background of regional escalation following the Pahalgam incident, subsequent military actions, and concerns raised regarding violations of international law by India. The briefing highlighted key issues identified in the report, including the alleged breach of Article 2(4) of the UN Charter, questions surrounding claims of self-defense, the absence of notification to the UN Security Council under Article 51, and the broader human rights implications of the actions discussed.

The presentation also contextualized the report within existing international human rights documentation, including references to earlier OHCHR reports on Kashmir, and outlined procedural pathways within the UN system through which such communications are recorded, reviewed, and followed up.

Khalid Rahman, chairman, IPS, also shared his remarks on the role and responsibilities of think tanks, emphasizing their duty to provide independent analysis, uphold evidence-based research, and contribute constructively to informed public and policy discourse.

Earlier, the delegation was introduced with IPS’s institutional mandate, research focus, and policy-oriented work, particularly in the areas of international law, human rights, and regional security.

The visit concluded with an interactive exchange, allowing participants to engage with the subject matter and reflect on the implications of international legal processes and regional developments.
